in GFORGE we had category for both ig and spec publishing as a subcategory for FHIR-I. What do we do now in Jira since these categoizations no longer exist. I put in FHIR-I and added 'publishing' to the description... see https://jira.hl7.org/browse/FHIR-25500

Use 'grouping'. There's a group for FHIR-Tools-Core and FHIR-Tools-IG. And you're free to create your own for other projects/categorizations. You can also have multiple groups for a single issue
