I am unable to add 2 issues to the negative for the SMART ballot. When doing this from the jira screen, it shows no error, but "Confirm" on the negative screen just refreshes the window (you can only cancel). When attempting in bulk, I got these errors:

These were issues logged against the previous version of the spec, but they're still issues in V2 and should be fixed

Actually, it also won't let me log any issues that point to a URL of http://hl7.org/fhir/smart-app-launch @Lloyd McKenzie so this may also be an issue logging new jiras against SMART

The rules in the Jira tool right now says there can be two base URLs for a specification - the CI-build location and the 'official' publication location. Any issues submitted against that specification that have a URL must have the URL based in one of those two locations. The tooling enforces this so that people actually log issues against the right spec. The fact that SMART 'moved' is what's causing the issue.

You have the power to edit the issue to change the URL to the proper place in the 'current' spec, which is the simplest way to address the problem. I'm somewhat loath to add an "alternate" URL because it is going to mean code tweaks in quite a few places, so it's only worthwhile if we expect this is going to be a common occurrence. (It's also something I'd really rather not mess with close to ballot close...) Do you think the "update the URL or ask someone else to do it for you" approach is viable?

The URL on FHIR-32296 is the current URL and it won't let me submit it

Which is the same URL (well, different version after the smart part) I used on the other 2 issues as well

I'm not sure what "official location" means, but the place it's published at is definitely http://hl7.org/fhir/smart-app-launch ; the canonical URI for the (single, lonely, deprecated) extension we define is based at http://fhir-registry.smarthealthit.org/ (this is used across multiple SMART IGs, not all published through HL7).

@Melva Peters - can you add a step to your check list that the 'official' site in Jira-Spec-Artifacts is the base for the planned ballot URL? That way we can catch this sort of thing before it happens going forward.
