This ballot definition is only associated with one ballot. There are many issues in ballots that don't seem to be associated. What am I doing wrong here?

I expect happened is that you only imported the spreadsheet with the comments from one balloter rather than first amalgamating all of the spreadsheets (and cleaning them) and then importing the lot. You'll need to amalgamate all spreadsheets except this one and import them now. (Or get HQ to do it for you.)

I think most everyone voted in Jira, so only one spreadsheet needed to be uploaded

I don't see any votes for that ballot definition in Jira other than the one voter - which means that voting was not done in Jira. If voting happens in Jira, then a separate BallotSubmission record is created for every single registered voter (whether they vote or not). People might have submitted their issues in Jira, but the votes are still in spreadsheets.

the mCode ballot in May 2021 was not done using Jira Balloting. Spreadsheets need to be imported.

@Melva Peters @Lloyd McKenzie We are trying to determine what was actually uploaded via spreadsheets. We think (not sure) that everyone except Smita Shastak entered their issues directly in JIRA, so we thought only Smita's spreadsheet needed to be uploaded. Therefore we think nothing was uploaded for the majority of voters.
Anyway, we don't know what to do without the risk of creating many duplicates, so I am going to hand off the files and hope that there is something you can do to fix the situation. @Saul Kravitz heads up:

If the spreadsheets refer to existing tracker items, there won't be an issue with duplicates.

I'll take a look at the spreadsheets. The only one I'm concerned about is Smita's spreadsheet.

I see the 10 comments from Smita already imported. I queried for comments by each of the other submitters and do not see them in Jira. You should amalgamate the rest of the spreadsheets (not Smita's) and import those.
