After a tracker is 'approved' how do you properly initiate a work flow with one person applying, and the other person QA'ing? I only see applied and then publish step

It's possible. Do we want distinct statuses of "applied" vs "approved" or is just having grouping sufficient? (One of the tricks is that some of the groupings we wouldn't necessarily want to lose.) Is this a process any other work groups use? That we think others should use?

for me, grouping access is helpful because then we can create other groupings helpful to a project
