@Grahame Grieve For whoever you're helping, the process is to just click on the 'create' button. The only thing a non-logged-in user can create is a new user account.

I don't know how much control we have over the actual login page. But we definitely have control over the first page people come to - and it used to have big bold instructions that said "click here to create an account".

This is likely due to a caching or static content for your region via AWS or multiple cookies present for Jira instances (dev/prod or others). Can you please try to clear all cache on that browser and re-attempt?
