I'm also having a similar problem and @Yunwei Wang suggested I post here to see if you can help me fix it. I had created an HL7 Confluence account, but am having trouble creating tickets on JIRA.

@Reece Adamson You should have access. In fact, you should have read access even if you don't have an id at all. When you go here (https://jira.hl7.org/projects/FHIR/issues), do you see a 'create' button in the top menu?
