A few small changes:
- fixed a problem that was causing "will fix" to not show up as an option for certain technical corrections
- on Triaged, added a new option to "Adjust fields" for where you want to tweak groups or other elements without having to specify a proposed resolution
- Moved 'Grouping' onto the main tab for the Propose Resolution screen given that one of the most common things we do when proposing resolutions is flag the item for block vote by marking it as 'ready for vote'

Still outstanding is the fact that Work Group is being treated as 'required' when submitting new issues. I spent about an hour chasing this and still have no clue why it's doing that. @Joshua Procious, when you're dug out after your return, I'd like to touch base with you on this one.

As well, I've cleaned up a number of issues that should have been fixed before import (issues that were missing "Change Impact" when business rules said that needs to be present. Stripping vote date for things that were auto-approved rather than voted. There are still some issues that have vote dates but no votes where it looks like they should have had votes. When you encounter those, tell me what the vote should be and I can get it in which will allow you to transition to Applied or Published.

With Joshua's patient listening, I was able to fix the 'create' erroring when WorkGroup wasn't populated.

Is there a way to decouple grouping from proposed dispositions? it's often nice to use grouping to identify items you need to bring to a telecon, requires follow-up with commenter, etc.

Grouping is pretty decoupled from proposed disposition. Grouping is things like "Fit-for-teleconference" or a project name (e.g. SDC, Workflow) as well as things like "Ready-for-vote" or "Block-Vote-1". You can change groupings without proposing a resolution using the "Adjust Fields" workflow. (You can modify them using 'edit' capabilities too, but that only works if you've already got a grouping - and it's soon going to go away because 'edit' creates other issues...)

Jira has been having issues for the last 3 nights (US time) and is currently having issues (or is outright down). I get a lion-share of my administrative and exploratory work done at night and this has pretty much shut me down. Any word as to whether this will be an ongoing issue? As a side note, my primary issues seem to point to an authentication problem often.
