Would it be possible to update the jira logic to permit a Change Request to have a related url of https://fhircast.hl7.org/ and https://cds-hooks.hl7.org/ ?

Do you think it's a big issue to do that, or is it better to have inconsistency within the URLs in Jira and make it simple to copy & paste from wherever you are?

I would rather make it easy to copy and paste the URL. If they need to be consistent (for searching?) maybe some post-processing could be done to normalize them. Or, the web-server could be configured so that http redirects to https and hl7.org redirects to www.hl7.org.
https://www.hl7.org was what Google offered when I searched for that extension.
