Usually it takes you to a Create Issue page

Good morning @Linda That is a redirect as Lynn mentioned and has not pointed to a direct issue create that I'm aware of. What issue type are you trying to create and where?

I created the issue. It is just a difference in behavior. I have taught people for years now how to use the "Propose a Change" and it starts the "Create" for them or did. Now it just lands on issue screen and you have to select Create.

It use to start it at bottom of list and then you could open the full dialog if you wanted to
