Getting there. Because this is a "breaking changes" version due to the FHIR STU3 -> R4 change we're taking the opportunity to squeeze in a bunch of under the hood changes. These had settled down for the RC1 release but a number of new things have cropped up recently delaying the RC2 release.
Bottom line I'm targeting Dec 1 now that we have HAPI 4.1.0 out with the FHIR 4.0.1 changes.
