It looks to me as if there is not much activity in this channel. I therefore posted a detailed message on stackoverflow, as first step before posting a request for change at the Security Provenance committee in HL7.

I commented on your stackoverflow article. The overall comment is that I am not convinced this is a need beyond the specific use-case of unstructured documents using DocumentReference, and can be satisfied with extensions published in an Implementation Guide.
