Getting an issue on one of the scenario submissions...

The scenario is claiming to require 214078 rxnorm, but, the test is claiming that isn't in the value set.
I'll try to email siteenv team, but, I seemed to get a better response here last time, so, here it is. Let me know if I am missing something else, or if this is a validator bug.
