I too have a quest about dataAbsentReason. Using the only example I could find on HL7 site with dataAbsentReason, the test still does not pass.

I suppose dar needs to be at the root level and no components provided?

The root level dataAbsentReason is labeled as Must Support, so Inferno would want to see it. There is no expectation that a single resource contain all Must Support elements.
