is what we have in our preset, but the above is the default when not using the preset.

This is really strange. I could not find any document why we skipped that scope. We had an invalid system/system.read
between system/Organization.read
and system/Practitioner.read
in a very early version. Then we removed it because it was not a valid scope. Now I think may be it was meant to be system/Patient.read
but mis-typed. I think the scope should include system/Patient.read

Thanks for confirming our suspicions - this is causing us to fail many of the tests for Multi-Patient. Should I create a Github issue?
