I just found: https://chat.fhir.org/#narrow/stream/9-committers/subject/Code.20Lists.20in.20spreadsheets this usage will be deprecated after R4 publishing. Only CodeList bindings for code would then be allowed, everything else has to be proper ValueSets/CodeSystems.

It will only be deprecated after R4, so there is no rush yet.
