These questions came up at the July 27 COP Office Hours. Answers will be forthcoming.
Q1) If we submitted a record initially as an IJE and we have transitioned to FHIR, would an update message be a new submission or an update?
A1) Regardless of what format was used for the original submission and the update, an update is an update.
Q2) If we submit a message an an error message is returned, is the resubmission a new submission or an update?
A2) New submission.
Q3) As a way to manage transition risk, can a jurisdiction submit records via IJE and FHIR concurrently? Or submit via IJE for a week, then FHIR for a week, etc?
A3) TBD
