Reminder: Substantive changes are expected to be committed by end-of-day Thursday. Any substantive commits after 12 midnight Eastern time require prior approval by Grahame. Non-substantive changes can continue to be made through Nov. 11.

For IGs, final content deadline is Nov. 18th and final freeze is Dec. 2

Note that non-Coverage financial resources have disposition to make substantive changes until EOD Nov. 5 (based on discussions with FMG on Thursday at the WGM)

Yes, you agreed to that because no IGs were dependent on the FM stuff other than coverage and because Paul's travel plans made it very hard for him to meet the deadline. And the 6 days before the final freeze date still provided time to do any inter-version changes necessary.

I marked GF#16681 as applied but discovered today that it was not applied. It subst change to DiagnosticReport and is a May ballot comment. Can it wait until R5 ? :-(

What was not applied? DiagnosticReport.codedDiagnosis was changed to DiagnosticReport.conclusionCode, as described. That's what I see in the current build.

Rob and I are of different opinions of what is substantive. I think that any changes to the content of the resource SD is - so a change to the element definition is substantive. Rob thinks that you can update the element definitions if the updates do not substantively change the meaning of the element. Who is right here?

A substantive change is one that has a reasonable probability of changing code.
