Is there a way to tag a repository itself (e.g. categories HL7 github repos as IGs, tools, fhir, cda, etc)

You can list relevant topics in the repositories about section of GitHub (e.g., https://github.com/hl7/fhir, click the settings gear in the right side bar next to about)

That will make repositories appear in the GitHub user interface at places like https://github.com/topics/fhir
