We've already agreed to replace the list of reference implementation downloads on the downloads page with a link to a Confluence page in R5. Can we get away with doing this as part of R4B? Because a bunch of the links are broken...

Makes sense to me. And surely anything that is done in order to fix broken links should be considered a technical correction :-)

Fixing, definitely. Removing and changing to point to a Confluence page, not "officially", but probably still useful. In theory, Grahame could go in and fix the links in R4 too.
