TSC is going to come back to FHIR-I with the following questions about FSH:
1) What were the substantive changes during reconciliation? ANS: There we no substantive changes.
2) What issues remain for voters who have not withdrawn negative votes? ANS: There are no more negatives. The vote stands at 58-0
3) How was it decided what was Normative content, versus Trial Use, and how is that documented? ANS: With few exceptions, features that existed in STU 1 are Normative; features introduced during the STU 1 period are TU.
4) Is a joint Normative-TU ballot acceptable? ANS: We are following precedent established by CQL and FHIR Path.

with regard to 4, it should be possible to implement only the normative parts and ignore the trial use parts (not easy, but possible)
