I agree, looks good. Only thing I would add would be examples of selecting a minimum version number, any package, etc. after the following sentence:
"This allows dependent packages to indicate a minimum version that they depend on, to ensure they get whatever fixes are needed, or to specify any version if none of the changes are relevant."
