- document existing behaviors of existing products
- how this is exposed in the data

IHE is very interested in the output of this effort. IHE has a work item this year to define a basic Patient Identity Management profile. It would need to include link, unlink, and merge... But there is considerable concern that as one merges, or even links Patient identities; what happens to the data that referenced the 'old' identifier... and how would a client be able to find ALL data on a patient regardless of how many merges or links happened.
