Why is the security-labels valueset Normative? Why is it owned by FHIR-I? What does it mean for a valueSet to be normative? Security, who thought we owned this valueSet, are noticing quite a few missing valuesets within this grouping valueset.

General consensus is: most likely that should be owned by Security; most likely it should not be normative. That said, could you please file tickets for these issues? Thanks!

Reason it's normative is that Resource.meta is normative. Whether and if we can roll that back will be an interesting conversation...
