This area is about the problem, not the solution.
I'm already re-wording to take out some suggested behaviour, don't really want to add more in that could be contradictory.
PA has called a short notice call today at 3pm eastern to cover issues like this one.

We chose not to vote on this issue as wanted more feedback on it.

Compartment membership is part of the problem: how is affected by merging/linking?. I think that's the extent of what we wanted - pointing that out

Now that makes more sense (to me - or I might just be tired), I can word that tweak in there under the other tracker anyway.
