When I view this I only see six resources and I don't appear to have permission to change the filter. Can we ensure that these rows stay unfiltered, if this is indeed the relevant sheet?

I've unfiltered. However, the real issue is that you didn't have edit permissions. Should now be fixed

It looks like not all of the R5 resources are listed on the resources sheet - e.g., SubscriptionTopic, SubscriptionStatus. Should I be adding new rows for these?

It's a manual process closer to publication to yank drafts that FMG doesn't want in the publication and ensure all the references are correct (and in the correct place) on the tabs.

I checked Basic resource, http://build.fhir.org/basic, it does not have a "Boundaries and Relationships" section so item 1B is NO. Do I create a JIRA ticket and stop looking further?

Ideally, propose text for a boundaries & relationships section and pre-apply it too. You can continue looking at the other criteria to see if there are any other show-stoppers.
