According to the resolution,

Reference.value could use any URI scheme

According to RFC-3986 https://tools.ietf.org/html/rfc3986#section-3

URI = scheme ":" hier-part [ "?" query ] [ "#" fragment ]

So basically, we say that any string having the scheme:path pattern is valid

I updated your message to use a topic of FHIR-31422, since I think you attached it by accident to a different issue thread. And yes, for FHIR-31422 the expectation is that any scheme can be used for a Bundle.entry.fullUrl
