A couple of chats have surfaced an issue with the interpretation of binding and DAR and real world implementability.

bottom line is if we accept Lloyd's assertion whether factually correct or not - it removes an important mechanism if the data is simply not there. I would like to discuss further on the fhir-I call (unless MnM more appropriate).
