Topic: ConceptMap value set ownership

Vocab WG owns the ConceptMap resource, but we noted yesterday that the concept-map-equivalence value set (bound to group.element.target.equivalence - to be renamed to group.element.target.relationship) is marked as owned by FHIR-I. Presumably that may be because it's a code datatype and required binding, but maybe it would make more sense for the value set to be owned by Vocab? Or, if not, then we have a proposal for updating the value set definition based on the final conclusions reached yesterday for updating ConceptMap overall, as the culmination of a significant review that we've undertaken over several cycles.

I can't think of any reason it's owned by FHIR-I - that must be a bug in the build. It's defined in ConceptMap spreadsheet
