@Lloyd McKenzie can we say anything in the ballot introduction to reduce the problem of balloting on the wrong spec? Can we say that balloters should include a note in their ballot if they are happy for us to reassign ballot items if they pick the wrong spec? is there anything we can do?

I don't think reassigning is going to fly, whether voters are happy with it or not. We can call attention to the importance of submitting against the correct spec, but I don't know that's going to reduce the problem much.

It should be possible in Jira. With Jira we should be able to have a link beside the section voters can just click to submit items (or to view a filtered list of what change requests have already been submitted against the artifact). Possible we could have that in place before publishing in Dec.
