The FHIR resource type + id representing the current user.
The type is one of: Practitioner, Patient, or RelatedPerson.
For example, Practitioner/123Comment:
Suggest expanding list of allowed user types to include Organization and Device, and potentially others. For example, CDS Hooks could be useful for a device or a health system proactively checking to see if a patient is at risk of sepsis, without a user invoking the check. Related to this, suggest renaming from user to something that does not necessarily have to be a person, such as actor or agent or invokingParty

We agree and is a reason why we have already decided (per WGM vote) to move the user field outside of the CDS Service Request to the hook context (if a hook chooses to have a user field). This change to move user addresses the comment.
