The discovery endpoint is always available at {baseUrl}/cds-services. For example, if the baseUrl is https://example.com, the EHR would invoke:
GET https://example.com/cds-services

Proposed Wording:

The discovery endpoint SHALL always be available at {baseUrl}/cds-services. For example, if the baseUrl is https://example.com, the EHR would invoke:
GET https://example.com/cds-services
