Comment:
The specification does not include a list of VERSIONED references. This allows the specification to change when any of the refernces change which should not be allowed.

We plan to make following updates -- are there others:
Add SMART on FHIR specification version (check on expected HL7 publication date and link)
Add STU3 version link for FHIR Resources: Practitioner, Patient, RelatedPerson, MedicationRequest.

SMART-on-FHIR updates have been applied. RFC's are perma-links already. That leaves GFM, which from what I can see doesn't have a permalink, and JWT, which we should update to the RFC (or at least provide a footnote that does that.

However, I disagree that we should permalink the FHIR resources. We say specifically that CDS Hooks works with multiple versions of FHIR, and the only restriction is that all resources in a given response be from the same version. I think linking to the root url for the FHIR links is appropriate throughout.

@brynrhodes - Agreed that we want to be clear that CDS Hooks works for multiple (intention is any) version of FHIR. But what if the linked resource/page is renamed in a future FHIR version thereby breaking our link in the specification?
