Hello,
Wondering how to handle translated documents. Canadian drug product labelling is required to be available in both French and English. With our implementation of HL7 SPL we have the French and English as separate XML documents. At this time we have no associations or references between the French and English document.

Would it be possible to combine the French and English content into one FHIR document?
Structured data is common and can be shared between the two documents. However, the narrative text is of course different. -
If the French and English documents remain separate, could they be linked to each other via the DocumentReference/relatesTo (code or target)? For example
Doc A-EN (ID1234) relates to its french translation called Doc B-FR (ID9876); DocumentRelationshipType = translation
Doc B-FR (ID9876) relates to its English translation called Doc A-EN (ID1234); DocumentRelationshipType = translation

Yes #2 is intended use of DocumentReference.relatesTo.

you can (and perhaps you should, this being a drug catalog) use one document with translations
