This pull requests holds the changes to the FHIRcast specification related to resolving sync issues. These changes were discussed and preliminary agreed upon during the MAY Connecthaton.
The approach and rational has been integrated in the docs/syncconsiderations.md section. This required some changes to the main specification and some of the events as well.

Is 10 seconds the appropriate time? The value is chosen to be same as heartbeat.Add recommendation in syncreccomendation.md that when showing a modal, a syncerror should be send.
