Motion: The FHIRcast repository should specify that the specification is licensed under the CC0 license and is copyrighted by HL7.

During the joint DICOM / HL7 II call yesterday, the DICOM wg voted to add a specific license to the content of the FHIRcast specification of CC0. CC0 is the Creative Commons "No rights reserved" license which effectively places the material into the public domain.@JohnMoehrke helpfully clarified that CC0 is the default and dominant license for HL7 FHIR IGs.
We should copy the typical license file from another HL7 repo, for example, eLTSS and apply it to the fhircast-docs repo at the root folder. This is typical behavior for a github repo.

I told Lynn that as part of the ballot publish, we'd put a reference to the license and copyright in the footer of the site. Additionally, she confirmed that since we're balloting as a FHIR implementation guide (and not a "Cross-paradigm standard" the CC0 license was appropriate per HL7 process.
Add a copyright and licence byline and link to FHIR's license.
