The sentence is better.
In line with #118, this should be revised to:
To create a subscription, the subscribing SHALL perform an HTTP POST (RFC7231) to the Hub's base url (as specified in cast-hub) with the following parameters.

In OAuth2 authentication is used (as is recommended), this POST request SHALL contain the Bearer access token.
