...when the selector is actually specified in the paragraph above. Is that how it's meant to be?

I think what it is saying is that it in the future the "selector" parameter will be added the base spec, i.e., at http://hl7.org/fhirpath/2018Sep/#tracename-string-collection (or a build version of that) rather than just being a part of the FHIR extensions to FHIRPath page you are looking at.
