I would open a JIRA ticket, even for a typo.

For normative content, this is indeed the expectation.

Even if non-normative, if you aren't a committer, submitting a Jira is the best way to get something fixed. If it's normative, there's an expectation that a Jira will be logged even if you are a committer.
