Per the spec:
For partial date/time values, the comparison is performed to the highest precision specified in both values.
Does this mean that @2019 = @2019-01 = @2019-01-01 = @2019-01-01T00:00:00 = @2019-01-01T00:00:00.000 = @2019-01-01T00:00:00.000Z ?
