I don't agree with the disposition of this tsak - it would be better to add some property to the test, so that testing frameworks can decide whether the test applies or not

Hmmm.... so I updated the disposition on this one, but I agree with the statement that the "test is more restrictive than the spec". If an engine refuses to evaluate .children().skip(), isn't that engine non-compliant?

I think that if an engine doesn't return things in order, it should be allowed to refuse to do skip on the unordered list without being called non-compliant

In addition, add a note to the specification that implementations may return an error when an attempt is made to perform an order-dependent operation on an unordered list.
