@Josh Lamb this would be a good place to ask about Patient ability to access EHR, and your question about any IG that might be discussing patients being an author of data -- aka Patient Generated Health Data (PGHD) (sometimes also referred to PGD, and Self Entered Information (SEI))

with currently only Read-Only expectations in most cases... such as USCDI, aka US-Core, etc...

as for why not??? Well, that is a policy statement. That is not a statement of Interoperability specification.

ONC would be better positioned to declare a policy... Declaring policy is not the role of HL7.

but... you already know that Patient Empowerment is trying to change that... we are resource limited, so we are focusing on some high impact things like Patient Correction Requests...

Some of us want to get other projects going, like my favorite to define a means by which the patient can see all the access, use, and disclosures of their data... but we are not infinitely resourced, so I wait patiently... while doing some of the pre-work myself http://build.fhir.org/ig/JohnMoehrke/BasicAudit/branches/main/index.html

We must work together on the highest priorities as determined by consensus, even if they are not solutions to all problems or even our favorite.

This is great stuff @John Moehrke. Thanks for working on this! I agree that auditing info exchanges is a priority.
