FHIR is developed by community. There's 3 overlapping processes by which requests for change can be made:
- in person at connectathons
- creating change proposals at http://gforge.hl7.org/gf/project/fhir/tracker/?action=TrackerItemBrowse&tracker_id=677
- joining in a 'ballot' and formally voting on the standard

We opened a ballot this week. the way this works is:
- we post a frozen version (here: http://hl7.org/fhir/2018May/index.html)
- HL7 members review it, and make a list of issues (calling them small or large)
- then you 'vote' yes or no, and provide your list of issues to support your vote
- committees work through the list of issues and 'resolve' them (by making changes, or explaining, or listing future issues to be addressed)
- then they ask members that voted no to change their vote to a yes if they are happy with the responses
- the committee must get a very high % of yes votes at the end of this process, or the process starts again

Several of you have indicated that you have opinions on some of the proposed changes that you can see in the current ballot. You can respond by creating an account on http://gforge.hl7.org/gf/project/fhir/tracker/?action=TrackerItemBrowse&tracker_id=677, and making your issues there. We try to deal with all the issues raised on gForge, but we don't have to. Or else you can vote in the ballot. if you want to do that, you must already have registered,. and it's too late to register now. I'm going to guess that no one here has registered - except for me

If you do want to have your opinion heard through a vote, I suggest the following process:
- CENS nominates someone to gather comments
- anyone who wants to make comments in the ballot documents them with that coordinator
- on May 4, that person submits them to me for inclusion in my ballot response
- the coordinator will handle participating in the response process (discussion with committee about the issue, and advising me that the outcome is ok)

Resource Immunization:
-The doseSequence element that was removed from the resource (along with the backbone element protocol) leaves a hole in the resource. This is specially true for immunization campaigns where the dose sequence has to be recorded for better control of the campaign (because two doses separated by a minimum and maximun period of time to be effective, for example).
-The new programElegibility element is a very welcome addition. Immunization campaigns, like the one for the flu, have elegibilities, and these are recorded in the national registry of immunizations.

In the resource they mention, that they need some feedback if other jurisdictions also require the dose sequence. Do you know anything about the legal situation in Chile regarding dose sequences, or does it leave a "hole" just for practical purposes in your application?

I do not know if there is a legal requirement, but "my application" is the National Registry of Immunizations, operated for the Ministry of Health, so it is a requirement by a government system.
