Just to confirm, we should follow the "old" process of submitting ballot comment spreadsheets through the HL7 Balloting Desktop for those consensus groups not being piloted in JIRA, correct?

Correct, though submitting your comments in Jira and just referencing them with a vote in your spreadsheet is preferred.

It looks like there is no way for a voter to edit a ballot comment once saved. That seems to be a disadvantage compared to spreadsheet voting. Am I missing how to do that?

You should have an 'edit' button up until the time a change request or other feedback item is triaged. You may need to look under the 'Workflow' option

There is no edit option, I discovered you need to navigate: Workflow -> Propose Disposition -> Request

Actually that ^ doesn't work because you can't save changes without choosing a disposition. So I don't see a way to edit your comment after it is created but before you vote.
Another glitchy thing is when you make a comment about what is MISSING in the spec, or a general remark about the spec, you still are nonetheless forced to pick an existing page.

If you have manager privileges, Edit probably isn't available because you have the ability to 'propose disposition' or 'adjust fields'

Right - you don't need a special button because you have the ability to make changes even when something is triaged. If you have a comment about something that's missing, specify a page of "(NA)" - that's one of the main reasons for that page.

There is now - or will be in 1-2 minutes when Jira's cache times out. @Melva Peters, FHIR has a process to ensure that '(many)' and '(na)' show up in our Jira spec files. We need to ensure the same happens for CDA, V2 and Other.
