One issue that was surfaced on today's OO on FHIR call was how to represent multiple opinions using FHIR (presumably DiagnosticReport) for example for AP or Imaging?

Simple answer is anyone who wants can create an observation and they may not say the same thing. Are you wanting to capture different interpretations on the same Observation? Are you wanting to link observations to say "this one disagrees with (or concurs with/confirms) that one"?
