As a result of the Reflex/Follow-Up/Add-On discussion (documented here) during the Friday Lab calls, I put in 3 JIRAs that address the updates we agreed to for Observation and Service Request, plus added a fourth that might be able to address the need for document the confirmation of a verbal order.

The goal is to vote on these November 11 during the regular OO call so everybody has had enough time to review and comment. Any comments received by November 5’s LAB call can be discussed during that call.
