I'm frankldy unclear what is being proposed:
RiskAssessment.basis references DR and Observation are you suggesting the RA predates the DR or Observation ( unlikely ) ? Then how does one avoid circular references?
Perhaps a Composition is a better wrapper for these outcomes?
