Is there any reason why we should not relax the cardinality on interpretation?

I brought this up because there can be multiple sources and aspects of interpretation: Comparing the value against a reference range is one. Another one may be derived from the measurement algorithm (part of the measurement status in 11073 DIM). For instance, an oxygen saturation observation can be "low" compared to a reference range, and also "questionable" because the measurement was disturbed by light interference.
