As Us Core Lab Result Observation.effectiveDateTime is defined as representing the date the Specimen was collected (when applicable), is a lab result's final (result) Date/Time expected to be found in .meta.lastUpdated, going back through history to the version when .status=final? Seems odd there is no timestamp element within Observation for the moment at which the lab observation in asserted/made, and duplicative with a potential to conflict with Specimen.collection dateTime
