I agree there may be a more elegant way, but there is this tension between "we really need this now" and a "more perfect generic solution". I'm proposing the former simply because this issue has been hanging around since DSTU2 and I don't think the latter will get done before R5 or at all since your question opens up a proverbial Pandora's box of possibilities and the resources in OO simply are not there to get it done.

Then please add it as an STU element. We don't want to lock it in until more analysis is done about other similar things.

and discussed today on OO call. There was no strong consensus to not do this or a clear path to other element for Specimen. The only example TMP was really an Ask at Order Question - i.e. an Observation.
