We are trying to figure out how to represent the idea the an order will not be free or the fees waived. How do you suggest we achieve this in FHIR?

We are trying to connect a Charge Item to an Order. The documentation does not include Service Request in the options for service. I was wondering if it was intentional for some reason.

The ChargeItem will hang off the encounter when it's provided. Hadn't considered how it would flow before that as yet.

As a Laboratory that does their Patient processing without a Patient Service Center should we still be generating encounters for every order whether or not they are going to generate a Claim?

Encounters are an aggregator for healthcare events. That aggregation can be useful irrespective of whether it's used to drive the claims process. Whether it's useful in your environment or commonly done by systems in your environment, you'd need to investigate. FHIR certainly doesn't require the use of encounters if there isn't a specific reason to use them.

is the requester asking for it to be free, or the provider advising that it will be free?
